Social Proof Section using only CSS and HTML

I added the two background images (bottom and top) to the body of the page. I found it very difficult to resize it to get the exact match in the design image. Since the screen size changes on different devices and I added the background to the body, what works best for one resolution doesn't work as well on another.

Please, can anyone help me with a solution to this problem? Thank you.
