Responsive landing page using flex-wrap

Lovely challenge, I really liked the design of this landing page. Just a question: The red and yellow lines under the LEARN MORE have a :hover, I tried several modes but finally the changing color hover runs only when I really select that red o yellow line because the LEARN MORE link has a bigger z-index. Can you tell me how to do that hover runs when the link is selected? Thanks in advance.
