So with the accessibility issue.

In each page there should be a semantic tag e.g a <header>, <main>, <aside>, <footer> these are the basic semantics. At least. You can have one or two in your page.

With the HTML issue it's not really a problem .

Use sass partials to separate your sections. This way, it will be easy to find and fix your accessibility and HTML issues since your CSS will be easy to debug.
