1.Yes,the solution include semantic HTML. 2.No,it is not accessible and it is just a web page design using HTML,CSS.But we need to do accessible using Javascript. 3.Yes,the layout look good on a range of screen sizes. 4.Yes,the code is well-structured,readable and reusable. 5.No,the solution does not differ considerably from the design.

Can you tell me what do you mean by accessibility through JavaScript?
I think JavaScript is used for interactivity and there is no interactivity in this page.
