"QR-Code Component" Challenge's Solution (Using HTML & CSS)

Hello there, I was just wondering how I could make this design close enough to the original design as you see, the desired mobile design is slightly different from mine ... I am not sure if the solution to this is what's so-called "Responsive design" But I would be thankful if someone could give me feedback and suggestions to make my design (especially mobile design) close enough thanks,
