- How can I color my image, like in the question?
- When to use image and background-image, which is suitable for the current situation?
- How to choose color Palette for the webpage? I'm very bad at it.
Thanks for your suggestions :)

Greetings Lalit
- in the original folder you downloaded, look for a file called style-guide.md for the styles to use including colors and fonts.
- check on background blend mode as to the effects on background image.
- use background image for decorative purposes and the img tag when the image has content that is kind of useful

In response to question 3, I've used sites like
https://color.adobe.com/create/color-wheel
and
https://coolors.co/
to start getting a feel for coordinating colors. You can even use a source image to generate a palette based on colors in the image.
