How far do people actually test the responsiveness of a website (the smallest width it can be, weird aspect ratios, etc.)?

A bit off-topic I guess: How long and how deep did you study programming before you consider yourself competent? I find it hard to gauge how far I'm right now, not to mention I have been jumping between languages (sometimes its because I lose interest, other times life just happens I guess),

I don't know where you are exactly at your journey and what type of learning curve you are currently facing but, if you are a beginner and learning this stuff(HTML and CSS) I would recommend not to bang your head onto the keyboard for making it absolute Pixel Perfect. You don't need it to be pixel perfect . Just make sure that the website is as close as possible to the design. And it is not doing anything unusual for any screens (mobile, tablet, laptop and desktop). In the real world you will always try to make sure that the website is looking perfect for all the screen sizes and it's perfectly functional.

I don't know how long it takes to become a expert at programming. As I am also struggling a lot while learning Javascript. And I also don't know how long it takes to study programming while I can say that I'm competent. The learning never stops.. I guess. But you should never give up on learning a new language and switching between multiple language is absolutely fine. But if you feel lost and don't know where you are right now. Always take a step back and try to remember where you started and how long you've come. This will help you to acknowledge your journey and maybe gain some motivations. If you lose interest on learning a language try to figure out what you can build with the language after you've learnt it. And I would recommend to do challenges while you're learning. Always learn by doing Instead of watching others write the code. Maybe you should try some of these things Codewars, 15 javascript projects for beginners, free code camp.org, travesy media
