Css , Flexbox , mediaquery

Hi Guys, This project helps me a lot to develop some new techniques such as working with CSS units as rem and em but I had a problem using them : when I do not fix the size of a div with px and when I hover for example in a button her border take some additional size than the hole div resize every time, then the transition every time is not a practical thing. what have to do ?
