- Make the toggle change themes based on where the mouse clicks.

Your solution is great overall, but here are some ideas that would make the website even better:
- Saving the current mode after refresh (light or dark mode)
- Showing 'none' when there are no border countries

- "Clear completed" does not work well.
- The submit button near the input does nothing.
But other than that I liked the drag and drop effect !
